{"id":11292,"date":"2024-08-01T20:05:19","date_gmt":"2024-08-01T18:05:19","guid":{"rendered":"https:\/\/projectes.xtec.cat\/alumnat\/?post_type=noticies&#038;p=11292"},"modified":"2025-09-16T13:22:40","modified_gmt":"2025-09-16T11:22:40","slug":"el-govern-ultima-el-decret-dorientacio-educativa","status":"publish","type":"noticies","link":"https:\/\/projectes.xtec.cat\/alumnat\/noticies\/el-govern-ultima-el-decret-dorientacio-educativa\/","title":{"rendered":"El Govern ultima el Decret d&#8217;orientaci\u00f3 educativa"},"content":{"rendered":"\n<ol class=\"wp-block-list\">\n<li><strong>El text es podria aprovar abans d\u2019acabar l\u2019any<\/strong><\/li>\n\n\n\n<li><strong>Preveu dotar d\u2019orientadors els centres concertats i l\u2019etapa postobligat\u00f2ria, i que cada centre disposi d\u2019un t\u00e8cnic d\u2019integraci\u00f3 social o educador social<\/strong><\/li>\n\n\n\n<li><strong>La mem\u00f2ria econ\u00f2mica preveu una inversi\u00f3 de 232 milions d\u2019euros durant 7 cursos, per assolir una taxa d\u2019abandonament inferior al 9 % el 2030<\/strong><\/li>\n<\/ol>\n\n\n\n<p>El <a href=\"https:\/\/govern.cat\/salapremsa\/notes-premsa\/630662\/govern-ultima-decret-dorientacio-educativa\">Govern de la Generalitat<\/a> en funcions ultima el Decret d\u2019orientaci\u00f3 educativa, que ha de servir per donar resposta a l\u2019alumnat que acaba l\u2019escolaritat obligat\u00f2ria sense una idea clara i fonamentada d\u2019all\u00f2 que vol fer en el futur i tamb\u00e9 reduir les taxes d\u2019abandonament i de frac\u00e0s educatiu postobligatori.<\/p>\n\n\n\n<p>Les l\u00ednies d\u2019actuaci\u00f3 que el decret estructurar\u00e0 i impulsar\u00e0 s\u00f3n les seg\u00fcents:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>Garantir una orientaci\u00f3 educativa adequada i accessible a tot l\u2019alumnat del sistema educatiu de Catalunya.<\/li>\n\n\n\n<li>Articular les accions d\u2019orientaci\u00f3 de centre, integrades al curr\u00edculum i com a activitats complement\u00e0ries, per acompanyar l\u2019alumnat en la seva traject\u00f2ria.<\/li>\n\n\n\n<li>Sistematitzar els processos de transici\u00f3 entre etapes i el treball pedag\u00f2gic coordinat entre els professionals dels diferents ensenyaments i etapes educatives.<\/li>\n\n\n\n<li>Contribuir a reduir el nombre d\u2019alumnes en situaci\u00f3 de frac\u00e0s escolar i d\u2019alumnes que no accedeixen o abandonen els estudis postobligatoris.<\/li>\n\n\n\n<li>Articular una adequada oferta i utilitzaci\u00f3 dels recursos p\u00fablics per facilitar l\u2019orientaci\u00f3 educativa al llarg de la vida.<\/li>\n<\/ol>\n\n\n\n<p><strong>Inversions contingudes a la proposta de Decret<\/strong><\/p>\n\n\n\n<p>El decret planteja, en la mem\u00f2ria econ\u00f2mica, un desplegament a 7 anys, fins el curs 2030-2031, en l\u00ednia amb l\u2019objectiu marcat per la Uni\u00f3 Europea d\u2019assolir una taxa d\u2019abandonament escolar prematur per sota del 9 %. Aquesta mem\u00f2ria preveu una inversi\u00f3 superior als 232 milions d\u2019euros durant aquests 7 anys.<\/p>\n\n\n\n<p>Concretament, preveu dotar d\u2019orientadors els centres d\u2019ensenyaments postobligatoris, amb un total de 492 dotacions, i els centres de formaci\u00f3 de persones adultes, amb 128 dotacions. Aquestes 620 dotacions suposen un cost anual aproximat de 30 milions d\u2019euros. Pel que fa als centres concertats, es planteja una dotaci\u00f3 de 478 professionals orientadors a l\u2019ESO i 80 per a la postobligat\u00f2ria, amb un cost d\u2019uns 27 milions d\u2019euros.<\/p>\n\n\n\n<p>Tamb\u00e9 servir\u00e0 per estructurar el personal d\u2019atenci\u00f3 educativa (PAE) enfocat a l\u2019orientaci\u00f3 i l\u2019acompanyament a les fam\u00edlies: tots els centres d\u2019educaci\u00f3 prim\u00e0ria disposaran d\u2019un t\u00e8cnic d\u2019integraci\u00f3 social (TIS), amb un total de 1.468 dotacions per als centres p\u00fablics i 548 per als concertats, i els de secund\u00e0ria d\u2019un educador social (ES), amb una dotaci\u00f3 necess\u00e0ria de 705 professionals per a centres p\u00fablics i 478 per a concertats. L\u2019impacte econ\u00f2mic total de les dotacions de PAE \u00e9s, aproximadament, de 122,07 milions d\u2019euros.<\/p>\n\n\n\n<p>Per \u00faltim, la mem\u00f2ria econ\u00f2mica tamb\u00e9 planteja una retribuci\u00f3 per a la cotutoria. Es tracta d\u2019un canvi de model per a l\u2019educaci\u00f3 secund\u00e0ria recollit a la proposta de decret, definit com l\u2019acompanyament i suport personalitzat a cada alumne o alumna en tots els \u00e0mbits de desenvolupament, a c\u00e0rrec d\u2019un docent que pot ser diferent al tutor de grup, o no. En cas que el docent assumeixi la tutoria de grup i la cotutoria, els dos complements salarials s\u2019acumularan. La implantaci\u00f3 de les cotutories implicaria una inversi\u00f3 de 32,4 milions d\u2019euros per als centres p\u00fablics, i 7,5 per als concertats. Aquesta va ser una mesura priorit\u00e0ria pel grup impulsor de mesures de millora dels resultats educatius.<\/p>\n\n\n\n<p>El Govern, actualment en funcions, t\u00e9 previst seguir treballant en aquest decret. Les seg\u00fcents passes inclouen encarregar-ne un dictamen al Consell d\u2019Educaci\u00f3 de Catalunya i informar-ne la Junta Central de Direccions.
